Ellard-James Hurley, PhD. – Sr Change Management / Training Consultant
Dr. Ellard James-Hurley is a leading international development and training programs consultant who has guided many dozens of public administration improvement programs (management/leadership, marketing and sales, public relations/recruitment, workforce development) worldwide. He designed and implemented major academic programs for the United States Department of Agriculture Graduate School and for the University of Maryland and has conducted training for the EU, the Government of the Virgin Islands, the insular governments of the United States territories in the Pacific, and for numerous foreign governments. Dr. Ellard James-Hurley has served as Director for the Graduate School, U.S. Department of Agriculture-International Institute, Washington, D.C. Dawn recently served as Deputy Project Manager for the Sacramento Municipal Utility District’s 4-year Annual Disparity Study Update, required by Federal Transportation Administration.

Steven Mark – Sr Consultant, Meetings, Planning & Conference Team
Over the past 25 years, Mr. Mark has planned, developed, implemented, and coordinated numerous corporate and professional development, government policy and community participation conferences and workshops. He has senior managed all aspects of the meeting planning process including conference theme selection, determining site locations, selecting and hiring guest speakers and workshop leaders, designing all necessary written materials including conference programs and conference evaluation forms, scheduling of speakers and workshops, and any other tasks necessary to ensure a well organized, well attended and received conference. An example of Mr. Mark’s deliverables excellence has been his work on coordinating a Federal Court mandated community committee to advise the Court appointed monitors established by a Federal Court Education Consent Decree. This assignment included developing the selection process as well as the roles and responsibilities and structure of a broad based 250(+) member community committee, as well as identifying and recruiting both committee members and their consent decree funded staff. Mr. Mack also developed meeting notification process and materials, schedules, meeting locations, and post meeting public communications

Carolyn Pete, Research Data Manager
Carol Pete, Williams-Wallace data and systems manager for the firms research data collection assignments. She is expert in multiple data management programs and has converted and reformatted data to fit all of the major data management frameworks, including Oracle, Peoplesoft, ASCII databases, SAP, Excel spreadsheets Dbase, etc. An example of her data base design and adaptation work was the recently completed Sacramento Municipal Utility District’s 4-year Annual Disparity Study Update which was mandated by the Federal Transportation Administration. In this assignment, she was responsible for converting previously assembled data stored in a variety of data base formats and reconciling and then updating these data inputs with new data from a variety of listings and sources; which required cleaning the data and running tests for validity prior to forwarding the data for analysis to MGT of America in Florida.

Linda Kay Ricketts. Ed.D. – Sr Consultant Change Management Team
Dr. Ricketts has nearly 30 years of consulting experience in the disciplines of organizational development and communications, evaluations research, planning and development and project implementation and controls. She also has had a wide background in survey research with local governments. Dr Ricketts has been a Corporate Faculty Trainer, at San Francisco State University and has developed training programs and materials for use in the management development and re-engineering environments of both private and public sector organizations including, AT&T and Pacific Bell. She is also certified with Development Dimensions International Training Organization, to deliver a series of up to 45 separate courses in areas of management, leadership development, team building, communications, customer service delivery, and managing individual and organizational change.

Helen Sculley – Sr Consultant, Personnel Leadership Development Team
Helen Sculley (Master of Science, Counseling) is a Nationally Certified Career Counselor- Employee Development/Workforce Transition Consultant. She has had sixteen years of experience in leadership development, training, organizational development, public speaking, career assessment, mobility coaching and facilitation of groups. Her OD experience has included work with such governmental agencies as the County of Sacramento, Ca, the Department of Transportation; US Army Corps of Engineers, University of California, Davis; Sacramento Unified School District and the California Youth Authority. T. Paul Mauldin, Sr Consultant & Engineer
National Practice Director of the Energy Services Group, as well Project Manager for most Technology Evaluation, Development and Marketing Projects. Paul Mauldin’s background includes over 25 years in electric and gas energy services management, including senior positions in the electric generation, gas and electric transmission, automation and customer side systems. He served as Research and Development Director at Pacific Gas and Electric Company where he led the development of innovative communication, sensor and control technologies to serve the restructuring utility industry. Mr. Mauldin has managed venture investments for the unregulated utility enterprise sector, and conducted a worldwide evaluation of energy related technologies and companies for investment and/or acquisition. He has served as technology development and change management consultant for Fortune 500 companies and has represented the United State’s energy and environmental interests in Asian and European forums. June Allen Jenkins – Consultant, Strategic Planning/Work Process Team
June Allen Jenkins has over 16 years of experience developing and promoting new business opportunities, promotions development, consumer and issues, and marketing and strategic planning. She has served to develop and implement internal and external organization business plans using communications and internal public relations tools and events. Theresa Isaacs has more than twenty years experience in a variety of Human Resource (HR) roles with a demonstrated ability to lead, influence and gain support of strategic change initiatives. She is effective at building consensus among teams and across organizations forging ongoing collaborations to resolve complex workplace issues such as diversity. She is most able to direct complex projects from concept to fully operational status. Ms. Isaacs' is an experienced keynote speaker at national and statewide conferences and has a client following that includes senior HR leaders and business unit executives. Theresa Isaacs has designed, developed and delivered HR, Performance Management and Leadership Development training programs for numerous industries. Richard McCline, MBA, PhD. – Sr Consultant, Strategic Planning/Work Process Improvement Team Lead
Dr. Richard McCline's is an expert in strategic planning and supply chain and process reengineering. His academic seminars on Strategic Planning were part of the course requirements for graduate business majors at the School of Business and Economics, at California State University at Hayward. Dr. McCline has gained a strong client reputation for his ability to combine the real world planning process with the rigors of process engineering. Glinda Potts – HR Consultant
Glinda Potts is a Human Resources Manager who has spent the last 20 years with Lucent Technologies and AT&T. In her most recent assignments, she has served as a Human Resources/Business Operations Manager, supporting senior management teams and their employees.
